Is Yungle also European?

Yes. Yungle runs on servers in Germany, operated by a European company, and every file is always encrypted with its own key.

What happens to big free transfers on Yungle?

They upload straight away, up to 10 GB per transfer. There is no queue, and a dropped connection resumes where it stopped.

Can clients comment on the files?

In a collection, yes: guests can favourite and comment without an account, which is what photographers use for picking selects.
